Herb Riley has been involved in higher education
management and comprehensive student information systems for
more than three decades. During his career as the University
Registrar at the State University of New York at Binghamton,
Herb was instrumental in team-building, achieving consensus
for use of technology and implementation of strategic student
information systems. The philosophy, which Herb advocates, is
to increase quality service delivery for all constituents through
innovative strategies and technologies. To that extent, Mr.
Riley is an advocate of data input at the source of data creation.
With this as a basic operating philosophy and principle, Herb
was able to affect a major paradigm shift that eliminated lines;
decentralized service delivery support; automated labor-intensive
manual processes and provided management planning information
to appropriate constituents.
Also, Mr. Riley strongly supports the basic
concept that staff requires access to information to properly
conduct their university responsibilities; even if such access
is across traditional office/divisional "boundaries".
A common "complaint" from senior administrators is
"we might have wonderful systems, but they don't provide
me with the information I require to make daily decisions or
prepare strategic planning initiatives". Access to system
information must be readily available for senior administrators
to conduct their daily business and for strategic, long-range
planning purposes. It must be "at their fingertips"
in an easily accessible menu format that can be arrayed and
displayed in numerous ways.
Herb's service and participation in his profession
is extensive. He has chaired two major AACRAO committees. The
Academic Policies and Procedures Committee conducted the last
major survey of grades and grading practices for institutions
of higher education (published by AACRAO in 1994). This publication
is routinely cited as the benchmark guide for grades and grading
practices within the profession. He has been both the President
and Chair of the Board of Directors for CUMREC (the international
association for higher education professionals in the sharing
and implementation of best management practices for administrative
computing technologies). Herb has received several awards for
his administrative service at both the state and national levels.
