Dr. James Smalley has an extensive background in university registrar services. As an associate dean for academic services for three decades, James was “out front” on the evolvement from paper-and-pen processes to high technology electronic operations. His significant professional successes were based in part on his willingness to embrace the new, better, and faster ways to register, track, and serve students and faculty. His leadership style is one of “lead by example.”

When James retired in 2004 he had supervisory responsibility over the areas of enrollment services, which included records and registration, transfer credit evaluation, and articulation agreements. He also served as the lead academic administrator on several important committees, including academic regulations, calendar, commencement, and technology. More recently, he served as an interim registrar and performed registrar office comprehensive reviews at colleges and universities throughout the US and overseas including Seattle University, West Virginia University, Ramapo College, Central Arizona College, and the American University of Kuwait.

Jim joins the firm of Scott Healy & Associates after decades of registrar experience. His experience and knowledge will serve the firm well and support college and university needs in a number of ways.
